Canada associate membership of the EU
Under way Negotiation · negotiations launched
Summary
- Joint Statement aims for "an ever-closer association" of Canada with the EU, short of full membership, to be defined by the 2027 EU-Canada Summit.
- PMO and Commission factsheet both frame this as Canada becoming the EU's first associate member; scope to be determined in coming months.
- Commission factsheet lists three channels: Policies (closer alignment), Programmes (Horizon Europe, full Erasmus+), Governance (starting with the Government-to-College meeting).
- PM Carney: aim to conclude at the European Council meeting (June 2027), which he has been invited to attend.
- Note: the term "associate member" does not appear in the final Joint Statement (wording differences reported in media).
